Biography
Dr. Natalia Ermasova is a Professor and an MPA Program Director at Governors State University. Dr. Ermasova is an Adjunct Professor in the MPPA Program at Northwestern University. She earned her PhD in Public Affairs from the O’Neill School of Public and Environmental Affairs at Indiana University. Her primary research interests are in capital budgeting, public finance, innovation management, risk management, leadership, and administrative ethics. Dr. Ermasova was a Fulbright specialist at Matej Bel University in Slovakia in 2025; a Fulbright Visiting Professor at the National University of Public Service in Budapest, Hungary, in 2023. She was a Visiting Professor at Ludwigsburg Academy for Civil Services in Germany and at Corvinus University in Hungary. More than 100 of her books and articles have been published in the US and globally. In 2026, she published a co-authored book (with Dr. Tatyana Guzman) on “Public Budgeting and Financial Management: A Casebook” with Routledge. Previously, in 2023, she co-authored (with Dr. Tatyana Guzman) Municipal Fiscal Stress, Bankruptcies, and Other Financial Emergencies, also published by Routledge. Her articles were published in Urban Affairs, State and Local Government Review, Public Finance and Management, International Journal of Public Administration Research, and other professional outlets.
